Education;
Minister Duncan attended the Colegio Arubano (HBS) school in Oranjestad, Aruba where he graduated in the year 1967. He then went on to attend the University of the Netherlands Antilles (Formerly ‘Rechtshogeschool van de Ned. Ant.’) in Willemstad, Curacao as well as the Law School of the Netherlands Antilles in 1973.
Minister Duncan has completed numerous courses in law from 1992 until 2005 and is fluent in the languages English, Dutch, Spanish, French and Papiamento.
Work experience;
Minister Duncan has been a member of the Civil Service since 1968 where he began his profession as a clerk 1st Class, Administrative assistant to the Executive Council of St. Maarten. After being admitted to the general practice of law before the Court of Justice of the then Netherlands Antilles and Aruba in August of 1974, he went on to work as a Partner for attorney at law firm “Law Offices of Gibson Duncan & Koeijers (St.Maarten)” where he stayed until 1995. He has worked as a Partner with the law offices’ branches in Curacao and Aruba until 2000. In April of 1997 to present, Minister Duncan began working as a Senior Partner at “Duncan & Brandon Attorneys at Law” firm. The Justice Minister has done consultancy work in the public sector as an advisor to the government of Sint Maarten’s, Constitutional Affairs. He has also been a member of the Kingdom Work Group on Constitutional matters, representing St. Maarten in the Round Table Conference, 1993. In 2000–2002 he’s worked for the “Workgroup for Constituional Affairs” (Select committee instituted by Govt. Sint Maarten to advise and assist it in the execution of referendum decision for Sint Maarten to seek and achieve the status of country within the Kingdom of the Netherlands). He held the position of Chairman 2000–2002.
Minister Duncan has worked in the private sector as well as Managing Director of Duncan Holding NV, a consultancy company, from 1981 ‘til 2006.
On August 16, 1994 the Minister of Justice was appointed as Member of Parliament (Senator) where he served for 3 years.
On March 26, 2006 he was appointed Minister of Constitutional and Home Affairs by the Government of the Netherlands Antilles where he served for 4 years.
October 10th 2010 until present, Duncan has been appointed as the Minister of Justice by Government of Country Sint Maarten.
