Commissioner Xavier Blackman

 

Mr. Blackman was born on Saba on July 11th, 1968. From the age of 5, he
lived in The Netherlands, spending the next 22 years of his life there.
He studied economics at the University of Amsterdam and worked for Kas
Bank N.V. (formerly known as Kas-Associatie N.V., the Bank of the
Amsterdam Stock Exchange), as Relationship and Portfolio Manager for
large national and international institutional investors.

In 1995, Mr. Blackman decided to return to Saba, and has served his
island and country of birth in numerous positions since then.

He has held the position of Head of the Department of Finance and
Economic Affairs and acting Island Secretary of the Island Territory of
Saba. At the same time, he served as policy advisor to the commissioner
of Constitutional Affairs. In that capacity, he has negotiated on behalf of
the Executive Council of Saba as member of the numerous working groups
and committees involved in the process of constitutional reform.

Mr. Blackman is also a former State Secretary of Finance (2003-2004), a
former member of the Supervisory Board of Directors of the Antillean
Pension Fund (APNA, 2004-2007), Saba Bank Petroleum Resources N.V.
(2003-2007), and also served as an independent expert member of the
Social and Economic Council of the Netherlands Antilles (1998-2009). He
is a former Board member of the Sint Maarten Chamber of Commerce,
and has served on numerous other boards and committees in the past.

Mr. Blackman has published articles and made presentations on several
topics, including constitutional affairs, finances and economic, and
management strategies. He has been referenced in a number of
publications as well.

In June, 2009, Mr. Blackman was selected and approached by the
incoming National Alliance/Heyliger government of Sint Maarten to take up
the post of non-elected Commissioner of Finance, P&O, and ICT, and
resigned from his position of Associate Director, Advisory at KPMG in the
Dutch Caribbean, stationed in Sint Maarten as well as other appointed
positions, in order to take on this new challenge.

He is married to Diana Blackman-Rivers, and has four children, three girls
and one boy.
