The Department of Culture's mission is to develop, promote and safeguard the Tangible and Intangible Cultural Heritage of the people of St. Maarten.
The Department’s Strategic Plan is based on the vision, mission, and policy objectives of the Ministry of Education, Culture, Youth, and Sport and the Minister’s priority action points.
The three IMPACTS will stimulate Island wide programs for the Department to administer and provide technical assistance and education, to rebuild:
St. Maarten’s historic buildings and sites,
Convey the island’s rich Tangible and Intangible Cultural Heritage
Establish the Creative Industries as a contributing factor for economic growth.
The Department of Culture within the Ministry of Education, Culture, Youth, and Sport has embarked on a trajectory to pursue the introduction and development of the Creative Industries in Sint-Maarten in a bid to assist in:
The diversification of its economy,
The safeguarding of the Tangible and Intangible Cultural Heritage, and
The bolstering of the Sint Maarten / St. Martin/ Saint Martin / S’Maatin / Soualiga / Oualichi’s Culture and Artistic Renaissance.

Culture the Artistry of Live: an awareness campaign that celebrates and highlights the excellence of our lived experience and how that manifests itself from the mundane to the sublime. Artistry reflects the best of our self the excellence in execution makes it an art form
Philipsburg Culture and Art Capital. Guided by the blueprint established by UNESCO in the their creative cities network the goal and objective are to transform Phillipsburg to meet international standard of Creative cities whose mission include placing creativity and cultural industries at the heart of their development plans at the local level and cooperating actively at the international level.

National branding goes beyond the narrower purpose of country of origin or place brands to promote specific economic interest St. Maarten tourism brand vs Country Branding. The goal is to create a cohesive image for our nations. We have to sell SXM to ourselves not just as a destination for others. We live here, what Brand SXM means to us. As we navigate forward into the establishment of creative economy/ industries.
The department will be working under the four pillars ARTS, HERITAGE, CREATIVE SEVICES and MEDIA
Developing clear infrastructure under each pillar.

The legal basis and authority from which the department of Culture derives its mandate, core tasks and responsibilities can be found in articles 10 and 20 of the national ordinance detailing the structure of Government (AB 2010, no. 53).
Advising the government concerning the assignment of resources for culture on the basis of research, progress reports and forecasts of organizational programs;
Attending to policy aimed at the optimal promotion of cultural and artistic expressions and ensuring accessibility thereto;
Attending to policy, laws and legislation concerning cultural matters, and the supervision of the implementation thereof (integrated cultural policy);
Taking care of the stimulation of cultural programs, practicing amateurs and museum art;
The promotion of the production and the maintenance of optimum supplies of culture;
Looking after the implementation of policy concerning UNESCO-affairs in the field of culture and the supervision of the implementation thereof;
The promotion of the well-being of all members of the society by means of culture;
The promotion and accessibility of cultural supplies for the general public;
Looking after and coordinating cultural matters on behalf of St. Maarten in the Kingdom, Regional and International context;
The taking care of monuments, museums, library, arts and general cultural events policy;
Ensuring that policies are implemented for the protection of St. Maarten cultural heritage.
